Bill Osborne is senior vice president of Total Quality and Operations for Boeing Defense, Space & Security, one of the world’s largest defense companies. In this role, Osborne is a member of the space and defense unit’s leadership team and is responsible for its factory operations, including Environment, Health & Safety, Total Quality and Lean initiatives. In October 2020, Osborne was named to the company’s Executive Council and chair of the Boeing Manufacturing Operations Council. In this role, he brings a customer-focused commitment to manufacturing and operational excellence.
Osborne previously served as senior vice president of Enterprise Operations, leading the company’s Enterprise Program Management, Supply Chain, Manufacturing and Quality functions. Osborne is an industry-recognized expert in manufacturing quality and is credited with establishing the company’s Total Enterprise Quality program, driving cross-enterprise strategies and standards for total quality management.
Before joining Boeing, Osborne was senior vice president of Global Manufacturing and Quality at Navistar Corporation for seven years, during which he led a major turnaround of quality, performance and integrity of its engine line. He previously served as president and chief executive officer of Federal Signal Corporation, a designer and manufacturer of a suite of products and integrated solutions for municipal, governmental, industrial and airport customers. Osborne began his career as a technical specialist product engineer at Ford Motor Company and, over his 19 years, assumed senior leadership positions including president and CEO of Ford Australia and president and CEO of Ford Canada.
Osborne currently serves on the board for Quaker Houghton and is a board trustee at Rush University Medical Center.
Osborne has a Bachelor of Science in mechanical engineering from Kettering University, a Master of Science in mechanical engineering from Wayne State University and a Master of Business Administration from the University of Chicago.
